Google Ads enhanced conversions add hashed customer data, such as an email address, to the conversions you already track. That helps Google report conversions it would otherwise miss. This guide covers web and leads, the 2026 move to a single setting, Tag Manager setup, and the checks I run before the new numbers change any bid.

Quick Answer: What do Google Ads enhanced conversions do?

Enhanced conversions take data your site already collects, such as an email or phone number, hash it with SHA256 and send it with your conversion tag. Google matches it to signed-in Google accounts that engaged with your ads, according to Google Ads Help. That helps report conversions that would otherwise go unmeasured. You still need working conversion tracking first.

Key Observations

  • Enhanced conversions improve how a working setup is measured; they do not fix a broken tag.
  • Web suits online sales; leads suits sales that close offline after a website lead.
  • Google is merging web and leads into one on or off setting during 2026.
  • When ad_user_data consent is denied, the hashed data is not sent.
  • Diagnostics arrive in about two days, while the impact can take up to a month to show.
  • I read any jump in conversions against the start date before moving a bid target.

The two versions solve different problems, so pick by where the sale actually happens.

How do enhanced conversions work?

Enhanced conversions add a matching layer on top of your normal conversion tag. When someone converts, the tag captures a field you choose, such as email, hashes it and sends it to Google. Google then matches that value against signed-in Google accounts that engaged with your ad and reports the conversion, as the web help page explains.

Google’s own example starts with a signed-in user who sees a YouTube ad and converts on your website later. Without the hashed data, that path can be hard to connect back to the ad. With it, Google has a second way to make the match.

What customer data does Google use?

Google uses first-party data such as an email address, name, home address or phone number. The data is hashed with SHA256, a one-way algorithm, before it is sent. Google says it then normalizes the data and matches it inside a confidential computing environment, as set out in About enhanced conversions.

Does Google receive the plain email address?

The tag sends a hashed value rather than the plain email address. With Google tag gateway, Google says the data is also encrypted before it is sent, and for now that applies to Google Ads tags only. Either way, collect only the fields your privacy policy covers.

What is the difference between enhanced conversions for web and for leads?

Web is for conversions that finish on your website, while leads is for sales that close somewhere else. Google points advertisers who track sales and events on a website to the web version. Advertisers whose sales happen off the site, such as from website leads, fit the leads version (Google Ads Help).

Google describes enhanced conversions for leads as an upgraded version of offline conversion import. Your form sends hashed lead data through the tag, and you keep the lead in your CRM. When that lead becomes a customer, you import the same hashed data as an offline conversion, and Google matches it back to the ad, as the leads help page sets out.

Do you still need the GCLID for leads?

Keep sending it whenever you have it. Google recommends including GCLIDs for accuracy, and only requires them when no tag collects user-provided data. For upgrades from standard offline imports, Google says to import all events, whether they carry a GCLID, customer data or both (upgrade guide).

What changed with enhanced conversions in 2026?

Google is folding web and leads into one on or off setting, so you no longer pick an implementation method. From April 2026, Google Ads accepts customer data from website tags, Data Manager and API connections at the same time. Existing users move across automatically if they had already agreed to the customer data terms, according to Google’s settings update page.

New users can turn it on for the whole account or for a single conversion action, and can opt out per action at any time. One more date matters for lead advertisers. From June 15, 2026, offline conversion imports and enhanced conversions for leads uploads move to the Data Manager API and are blocked in the Google Ads API (Google Ads Help).

How do you turn it on for the whole account?

Go to Settings under the Goals menu and expand the Customer data use panel. Check the option to turn on enhanced conversions, save, and accept the data terms. Google asks you to confirm that the Google Ads Data Processing Terms apply to your use of the feature (Google Ads Help).

How do you set up enhanced conversions in Google Tag Manager?

If your conversion tag already runs through Tag Manager, setup needs only small changes. These are the steps in Google’s Tag Manager guide for web:

  1. Confirm the conversion page and trigger, and check that customer data such as email is present on that page.
  2. In your Google tag settings, allow user-provided data capabilities and pick a collection method.
  3. In Google Ads, turn on enhanced conversions and accept the terms.
  4. In Tag Manager, set up automatic detection, CSS selectors or JavaScript variables, or a code variable that returns the user_data object.
  5. Preview the container, check the network request, then publish.

Collection does not begin until the terms of service are accepted. After the 2026 change, the method choice in Google Ads goes away. The tag still needs the customer data on the page, though, or it has nothing to send.

Automatic, manual or code: which collection method should you pick?

Pick the most reliable method your site allows. Automatic detection is the quickest, but Google’s diagnostics can flag accounts where manual in-page code would likely give better results (diagnostics guide). If you use CSS selectors, Google advises using the ID attribute where possible. When code is in place, Google says code snippet data is always prioritized.

For leads, automatic collection cannot capture phone numbers. Google recommends collecting both email and phone to improve match rates, with a country code on each phone number (leads setup in Tag Manager).

What is different when you set up leads in Tag Manager?

The leads setup uses a separate tag that fires when the form is sent. You deploy a conversion linker on every landing page, then add a Google Ads User-Provided Data Event tag with a form submission trigger. Auto-tagging must be on, and Google recommends importing the closed sales later through Google Ads Data Manager (Tag Manager setup for leads).

How do you know enhanced conversions are working?

Check the network request first, then the diagnostics report, then the status column. In Chrome DevTools, the conversion request should carry an “em” parameter with a hashed value. If you only see “tv.1~em”, the data was empty, according to Google’s setup guide.

About 48 hours after setup, the tag diagnostics report shows a health status of Excellent, Good, Needs attention or No recent data. It also shows the coverage rate, which is the share of conversion events that carried enough customer data. Error codes point to causes, such as e3 for a page that is not on HTTPS (diagnostics report).

The match rate needs volume before it says much. Below 20 valid data pings it shows as insufficient volume, and Google labels 0 to 15% as low and anything above 15% as high (Google Ads Help). Google also offers EC Assist, a free Chrome extension that runs test conversions and flags setup issues.

This is when each check becomes useful.

What to check Where to find it When it is ready
Hashed “em” value in the request Chrome DevTools, Network tab As soon as a test conversion fires
Health status and coverage rate Goals, Summary, Diagnostics About 48 hours after setup
Match rate Impact table in the diagnostics report Updates within 24 hours
Share of reported conversions from enhanced conversions Status column and impact card After up to 30 days of training

What do I check before enhanced conversions change my bidding?

I check that the status shows enhanced conversions are recording, and I note when they started. Google says they need up to 30 days to train, and the status moves from processing to recording once the data is in reporting. The impact card then shows the percentage of reported conversions that came from enhanced conversions (impact results).

That percentage matters for bidding. If reported conversions rise after enhanced conversions start, part of the rise is better measurement, not more sales. Check the change against your own order or CRM records before you treat it as a performance gain.

It also affects how I move to target ROAS. I want about 30 days of stable ROAS on Maximize conversion value before I set a target, and then I raise it by 15% to 20%, as covered in my target ROAS guide. If enhanced conversions switch on in the middle of that window, the baseline has moved, so I let the new numbers settle first.

Profit is the last check. I judge campaigns against break-even ROAS, which is 1 divided by your profit margin, and I never promise clients a ROAS figure in advance. Better measurement can make reports look stronger without changing what the business earns.

What does a lead account need before enhanced conversions for leads can help?

It needs clean form and call tracking first, then enough data for automated bidding. The commercial cleaning equipment case study shows that order. We cleaned conversion tracking so forms and calls fed accurate signals, and moved bidding to conversion-focused strategies only once data density allowed (case study).

That work sat alongside campaign splits by product line, negatives for residential and job searches, tighter geo targeting and matched landing pages. Conversions went from 29 in the 90-day baseline to 154 in the next 90 days, and cost per conversion fell 73%, from A$109.64 to A$29.69 (published results). The case study does not say enhanced conversions were part of that work, so I do not credit them with it.

For an account like that, enhanced conversions for leads would be the next layer, not the first. In a B2B lead account, the enquiry form usually collects an email and phone number, and the sales team knows which enquiries became customers. Sending those outcomes back tells Google which leads were worth paying for. My guide to B2B Google Ads covers lead quality in more depth.

Yes, where consent rules apply, you need it before hashed data is sent. In Google’s consent mode, denying ad_user_data disables personal data collection for advertising, and that includes the hashed data enhanced conversions use. Google also says you are responsible for getting consent on your site and for any data you upload.

On the Google Ads side, you accept the customer data terms and confirm that the Data Processing Terms apply. I am not a lawyer, so check your cookie banner and privacy policy with your own legal adviser for GDPR or US state privacy laws.

When are enhanced conversions not worth the effort yet?

They are not worth chasing while the base tag is wrong. If the conversion fires on the wrong page or counts twice, enhanced conversions will simply match those wrong conversions more often. Fix the action first, which my guide to Google Ads conversion tracking walks through.

They also add little where the conversion page holds no customer data, such as a tap on a phone number. Small accounts should expect thin diagnostics, because alerts stay hidden below 20 conversions in seven days. Turning them on is still sensible, but do not expect clear match rates for a while.

FAQs

Are enhanced conversions the same as offline conversion import?

Not quite. Enhanced conversions for leads is an upgraded version of offline conversion import that adds hashed customer data, such as an email address, to the outcomes you upload. Google recommends still sending the GCLID when you have it, and requires it only when no tag collects customer data.

How long do enhanced conversions take to show results?

The tag diagnostics report appears about 48 hours after setup. The impact on reported conversions can take up to 30 days to train, and normal tracking keeps working during that time. Wait until the status shows it is recording enhanced conversions before you judge the results.

Do I need Google Tag Manager for enhanced conversions?

No. You can use the Google tag placed directly on your page, Google Tag Manager, or send data through Data Manager or the API. The direct Google tag route does not cover tags inside a third-party tool or an iFrame, so check where your conversion tag sits first.

Will enhanced conversions increase my sales?

No. They improve how conversions are measured, not how many happen. Reported conversions may rise because Google can match more of them to ads. Better data can help bidding over time, but treat any jump in the first month as measurement until your own sales records confirm it.

What happens if a visitor declines consent?

If ad_user_data consent is denied, Google’s consent mode disables personal data collection for advertising, and that includes the hashed data enhanced conversions rely on. Your banner and consent setup decide when that data is sent, so review the setup with your legal adviser.

Should I turn on enhanced conversions for web and leads together?

Google is combining them into one on or off setting, and existing users are moved across automatically. You can still opt out for a single conversion action. For lead advertisers, the leads side only adds value once you import the offline outcomes.

How should you start with enhanced conversions?

Start by confirming the base conversion action is right. Then turn enhanced conversions on and send the cleanest customer data your forms collect. Check the request, wait for diagnostics, and give the impact time to settle before you judge whether bidding needs to change.
